The day will kick off with a General Session for everyone at 8:15 a.m., featuring a welcome, a rundown of the day's events, and general information.
Bluebonnet Learning Materials: Empowering Texas Schools with High-Quality Instructional Resources
Join us for an informative session on Bluebonnet Learning Materials, the state-developed Open Education Resources (OER) designed to provide Texas schools with high-quality instructional materials (HQIM) in core content areas. Approved by the State Board of Education (SBOE) through the Instructional Materials Review and Approval (IMRA) process, these materials offer comprehensive support in Reading Language Arts (K–5), Foundational Literacy (K–3), and Mathematics (K–Algebra 1 currently).
This session will provide an overview of how Bluebonnet Learning Materials align with the Texas Essential Knowledge and Skills (TEKS) and the Science of Teaching Reading (STR), ensuring rigorous, evidence-based instruction. School board members will gain insights into how these resources support student achievement, reduce teacher workload, and foster family engagement. Additionally, we will discuss funding options, including the Instructional Materials and Technology Allotment (IMTA) and entitlements under House Bill 1605, which provide financial support for procurement and printing.

Melinda Moran is a Curriculum Specialist at Region 7 ESC with 25 years of experience in education. With expertise in curriculum best practices and coaching, she has played a key role in improving student outcomes through the Texas Reading Academies and supporting curriculum implementation using research-based instructional strategies. Holding an M.Ed. in Curriculum and Instruction, Melinda is passionate about supporting teacher growth, ensuring equitable access to high-quality instructional materials and grade-level instruction, and fostering student success.

Caleb Reed is a Secondary Math Specialist at Region 7 ESC, dedicated to fostering student success and enhancing teacher experiences across the region. With a strong background in teaching math across multiple states, Caleb brings a wealth of practical classroom experience. As a servant leader at his church, he also actively contributes to the growth and development of youth in his community. Focused on driving student growth and improving teachers' quality of life, he is committed to helping districts across Region 7 implement high-quality instructional materials effectively. Outside of his professional endeavors, Caleb enjoys playing chess and drums–further showcasing his dedication to strategic thinking and creativity.
"Building" Board Knowledge in Facilities Planning and Construction
School board behaviors and decisions are among the most important factors in long-range facilities planning for school districts, as well as the successful execution of a bond program. This session will help board members better understand the process of making recommendations for the highest and best use of funds associated with facilities, including maintenance, renovation, and new construction. The session will also discuss how trustees can use their knowledge to build trust and support in the community as it relates to facilities.
Speaker: Barry Brock
A lifelong Texan, Barry Brock’s experience covers a wide range of construction project types extending through a career spanning over 45 years in the DFW area with more than 35 million square feet of projects. His early work in the architecture industry prepared him for his transition into managing design and construction as an owner’s representative. In 2002, Mr. Brock Joined Pegasus Texas to manage a portion of the Dallas ISD bond program. Since successfully completing the 2002 Dallas ISD Bond program, he focused on the kick-off of subsequent programs in Dallas ISD, culminating with the 2008 Bond Program. Serving as the founder and president of PROCEDEO, he focused on the management of the Fort Worth Independent School District’s 2017 and 2021 bond programs totaling more than $1.9 billion. Recognized in the DFW area as a leading professional in program management for the public and private sectors, Mr. Brock has successfully completed many outstanding projects for Dallas’ premier developers and public entities. He has developed and managed over 35 million square feet of educational, commercial, and industrial facilities in his distinguished career. When not assisting his clients, he spends much of his outdoors, where he has established himself as an accomplished competitive shooter. Mr. Brock’s education includes studies in Environmental Design from Texas A&M University with additional course study in Architecture from the University of Texas at Arlington.Speaker: Brent Kline
Brent Kline is an experienced architect and program manager who has been personally involved with projects in the educational, commercial, medical, and religious sectors for over 31 years. His attention to budgets, schedules, and detail, combined with strong technical knowledge, brings a high level of service to our clients. He is knowledgeable in code compliance, accessibility, feasible construction techniques, and costing requirements and will go above and beyond by making presentations to community groups on behalf of his clients. As an Architect, his project experience ranges up to $43 million. In the program management role, he has been directly responsible for $248 million of construction and an additional $135 million of programming.EISO / Team of 8
SB 1566 requires all school board members to be trained in Evaluating and Improving Student Outcomes. This workshop will examine how school boards, progress monitoring, accountability, and implementation make a difference in student outcomes. This will be a three-hour training that is required above any of the “level” training previously mandated. However, if ALL school board members and the superintendent from a district attend the training together and work together throughout the training, dual credit for SB 1566 and Team of Eight training may be awarded.

He served as the Executive Director at ESC Region 2 from 2013-2020. Currently, he serves as the Associate Director for ESC Region 20 and as a faculty member for both the University of Phoenix-San Antonio Campus and Concordia University Texas-San Antonio Campus. A long-time administrator in Tyler ISD, Joe returned to east Texas this January, having previously served as a superintendent in Decatur ISD, as well as in cabinet level positions in multiple districts. Joe will specialize in supporting boards through coaching and training, as well as providing support to schools in financial matters, including budget, revenue projections and sources, and efficiency of expenditures. In your first year, you must complete a basic “Orientation to the Education Code” training course with an emphasis on governing Texas school districts, and a focus on parental rights and health education. Deann joined Raise Your Hand Texas in August 2021 after 32 years in public education. She began teaching in Arlington ISD before spending 23 years in Paris ISD as a teacher, Special Education Supervisor, and State/Federal Programs Director. She later served as Assistant Superintendent and Superintendent in Millsap ISD. Deann’s experience spans history, government, special education, bilingual/ESL, gifted/talented, curriculum, finance, and leadership. She has held leadership roles in ATPE, the Equity Center, and multiple Texas education committees. Deann holds degrees from SNU and Texas Woman’s University, with certifications from Texas A&M-Commerce and UT Permian Basin.

Dr. Drew Howard is the Deputy Director of the Center for Effective Schools department at Region 7 ESC. With a rich background, including serving as a former superintendent at Sweetwater ISD, Dr. Howard has been with Region 7 ESC for two years. He has extensive experience as a teacher, principal, and associate commissioner of school governance for TEA. Dr. Howard is committed to helping schools achieve their goals and ensuring student success. This session will seek to help board members with the one challenge that seems to most often come up for trustees in every district: communication. School communications expert Amanda Brim will provide information and scenarios related to every aspect of communication, from social media to parking lot conversations, including how to communicate during a crisis, tips for redirecting communication toward administration, and how to use communication to advocate for the district. Amanda will use real-world examples that will help both new trustees and seasoned veterans.
