Kilgore, Texas - Region 7 Education Service Center is honored to announce Lamond Dean, Chapel Hill ISD Superintendent of Schools, as the 2025 Regional Superintendent of the Year. This distinguished honor recognizes Mr. Dean's remarkable guidance, unwavering commitment to student success, and dedication to the Chapel Hill ISD community.
Under Mr. Dean’s leadership, Chapel Hill ISD has experienced consistent academic growth, strengthened district-wide collaboration, and built lasting community partnerships through the development of a positive, student-centered district culture.
"Mr. Dean’s vision, integrity, and commitment to excellence have made a profound impact on our district and the broader community,” says Chapel Hill ISD School Board President Martin Ibarra. “His vision for Chapel Hill ISD has not only transformed our district but has set a standard for public education leadership.”
Key accomplishments under Mr. Dean’s leadership include the passing of a $113 million bond, which includes new facilities, safety and security improvements, and updates to existing structures to enhance learning environments. Dean has also implemented a strong strategic plan, which focuses on providing a clear vision, enhanced student achievement, and measurable goals and timelines. Chapel Hill ISD has also seen significant improvements over the last seven years in key areas, including higher test scores, positive district culture, and college and career readiness.
Sponsored by the Texas Association of School Boards (TASB), the SOTY program has recognized exemplary superintendents for excellence and achievement in educational leadership since 1984. Candidates are chosen for their strong leadership skills, dedication to improving educational quality in their districts, and commitment to public involvement in education. All superintendents whose school board is an Active Member of TASB are eligible to be nominated. Local nominees are submitted to a regional selection committee, which chooses one nominee to send to the State Selection Committee.
The State Selection Committee will interview all regional winners on August 22-23 and select five state finalists. The Superintendent of the Year will be announced at the txEDCON2025 TASA | TASB Convention.
TASB is a nonprofit association established in 1949 to serve local Texas school boards. School board members are the largest group of publicly elected officials in the state. The districts they represent serve approximately 5.4 million public school students.
