Texas Behavior Support Initiative

A positive, consistent school-wide climate can eliminate many of the discipline problems which occur in schools. Some critical elements of a positive and safe school climate are developing school-wide rules and expectations, actively teaching all students these rules and expectations, ensuring adequate teacher supervision, recognizing when students follow the rules, and correcting and re-teaching the rules. This process is a multi-year commitment.

The Texas Behavior Support Initiative (TBSI) is designed to build capacity in Texas schools for the provision of Positive Behavioral Interventions and Supports (PBIS) to all students.Legislative mandates (Senate Bill 1196) require training on a full continuum of positive behavioral intervention and support strategies and professionally accepted practices and standards for behavior management.

What is the training content?
The TBSI training:
•Assists campus teams in developing and implementing a wide range of behavior strategies and prevention-based interventions.
•Helps educators establish schoolwide, classroom, and individual student level systems of support. 
•Provides tools to assist districts/campuses in complying with the documentation and notification requirements for the use of restraint and time-out. 
•Excludes the physical restraint component.  Districts/campuses will select the physical restraint training program they will use. Region 7 ESC offers Non-violent Crisis Intervention / CPI (Select Behavior/Discipline/ClassRmMgt)
•Can be accessed through Region 4 ESC as an online course with 120 day access to complete. Searchword: TBSI  


Who must be trained?
Core team
required for each campus
1.  Campus administrator or designee;
2.  General or special education personnel likely to use restraint; and
3.  General or special education personnel who implement time-out based on requirements established in a student's IEP.

Personnel who meet one of the following criteria must be trained within 30 school days:
4.  New or additional personnel called upon to implement TIME-OUT based on requirements established in a student's IEP
5.  Personnel called upon to use RESTRAINT in an emergency and who have not received prior training
