The PBMAS is an automated data system that reports annually on the performance of school districts and charter schools in four program areas: Bilingual Education/English as a Second Language (BE/ESL), Career and Technical Education (CTE), No Child Left Behind (NCLB), and Special Education (SPED).
The special education monitoring process includes four types of monitoring activities: performance-based monitoring of public school districts including charter schools; approval and re-approval of nonpublic schools; cyclical monitoring of other state entities that provide services to students with disabilities; and residential facilities monitoring. Additionally, the special education unit monitors the correction of noncompliance identified through data submission for the State Performance Plan.
Data Validation Monitoring (DVM) is another component of the performance-based monitoring (PBM) system. The function of DVM is to monitor the accuracy of data submitted by school districts and used in the state's accountability rating and PBM systems, including leaver/dropout data, school discipline data, and student assessment data.
Additionally, Data Validation and Verification (DVV) on-site reviews are conducted to validate the implementation of the PBM system and the accuracy of data used in the analysis.
A TEASE/TEAL account is required to access district unmasked data in Accountability. A separate TEASE/TEAL account is required to access the district stage of intervention in PBMAS through the Intervention Staging Activity Manager (ISAM).
